REGULAR COUNCIL MEETING
MAY 18, 2026
On this date Mayor Margaret Davis called this regular meeting to order at 6:00 pm. Council members present for the meeting Keisha Ruff, Heidi Valdez, Vance Farley, Cayson George and Roland Hamilton also present Randy Farley, Ariel McDonald, Brady Keller, Tannar Bradly and Dustin Cagle. No Council Members absent.
Mayor Pro-tem Roland Hamilton administered the Oath of Office to re-elected Mayor Margaret Davis. Mayor Davis administered the Oath to re-elected council member Keisha Ruff and newly elected council member Vance Farley.
Public comment: None.
The council agreed to have Brady Keller from Culligan present first. His proposal is to place a Containerized Nitrate reduction system utilizing a Nitrate selective ion exchange system with a water softener for backwash purposes. This system will treat approximately 56,000 gallons of water per day. It will have a 14-hour cycle time and use approximately 200lbs of salt per backwash cycle. This will cost about $500 a month in salt to run. There will also be a maintenance agreement for a Culligan technician to service the salt and equipment for about $8550 per year. The council asked if the waste stream from this treatment plant would be an issue for the current wastewater treatment plant to treat. Brady was not certain and said he would clarify that with his project engineer. Brady also projects this plant to not need major maintenance for 5-7 years, at that time we would need to replace the medium in the nitrate filter.

Ariel reported the Friends account had $4761.35, and the library General account had $4147.07. The City spent $443.54 and the library spent $168.50. The library had 182 patrons, 176 checkouts, and issued five new library cards. Made $618.41 in revenues($550 for the Summer Reading Program). The library held eight programs, one Library board meeting, two morning story time, Book Club, four spring programs. The Board Meeting was held to discuss the days and times for the spring programs. The board discussed the HEB grant. Angela Farley, Rachel Farley, Amy Benson, Kathy Taylor, Gaby Santos, and Ariel attended. Story Time had 19 kids and 7 adults. The Spring programs were Kinder campout on Monday, Drive-in Movie Day for 1st grade on Tuesday, STEM day for 2nd grade on Wednesday, and Zoo day for Pre-K on Thursday. The Library was not awarded the HEB grant. The new shelf has arrived and Ariel has added ne books to the YA section.

Randy reported that the ambulance service had five runs in April and three of the five new ECA had been added to the roster.

Randy reported that the fire department had three runs two of which were mutual aid with Turkey Fire and one that was in our area.

COUNCIL MEMBER CAYSON GEORGE SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
COUNCIL MEMBER HEIDI VALDEZ MADE A MOTION TO THAT COUNCIL MEMBER KEISHA RUFF SHOULD BE ADDED A SIGNATORY ON ALL CITY BANK ACCOUNTS.
COUNCIL MEMBER VANCE FARLEY SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
The city administrator’s report was reviewed by the council.
