REGULAR COUNCIL MEETING – MINUTES
DECEMBER 11, 2025
On this date Mayor Margaret Davis called this regular meeting to order at 6:05 pm. Council members present for the meeting Keisha Ruff, Amy Benson and Roland Hamilton, also present Randy Farley, Ariel McDonald, and Vance Farley. Council Members Cayson George and Heidi Valdez, absent.
Public comment: None.
The council considered the minutes of the rescheduled Regular Meeting November 17, 2025.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO APPROVE THE MINUTES AS READ.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
Ariel reported for November the Friends account had $3619.35, and the library General account had $1214.43. The City spent $196.47 and the library spent $375.63. The library had 107patrons, 72 checkouts, and issued two new library cards. The library received $79.50 in income. The library had 4 volunteers totaling 13 hours. A Board Meeting was held to discuss the soup fundraiser coming up. Ariel and Kathy also reviewed FY 24-25 income and expense totals. For income the library had $17827.76($10,000 of it the Hancher Grant), expenses totaled $15,906.69($10,000 being the Hancher). The library hosted one Afternoon Story Time event as well. For the soup fundraiser they made $342.00.

Randy reported that the ambulance service had four runs in November. There should be upcoming money from the state through the county to help fund our rural ambulance service. Currently the funding is intended for supplies and new trucks.

Randy reported that the Fire Department had 4 runs in November. Two fires and Two accidents. A meeting was held to get sizes for new gear, the toy drive December 13 was discussed as ell as helping Santa. The department reviewed the basic operations and methods of fire fighting and some basic tactics for wildfires.

COUNCIL MEMBER AMY BENSON SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
The council opened the single bid for the two old ambulances.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ACCEPT THE BID FROM RODNEY BRASHEAR OF $100 FOR THE 1989 FORD E-350 AND $1500 FOR THE 1993 F-350.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
No proposal from Culligan.
No new purchase agreement.
No new updates for EDR project.
The city administrator’s report was reviewed by the council.
