REGULAR COUNCIL MEETING

JANUARY 12, 2025

On this date Mayor Margaret Davis called this regular meeting to order at 6:03 pm. Council members present for the meeting Keisha Ruff, Heidi Valdez, Amy Benson and Cayson George, also present Randy Farley, Ariel McDonald, Jeromy Jameson, Sandra Arjona, and Vance Farley. Council Members Roland Hamilton, absent.

Public comment: None.

The council considered the minutes of the rescheduled Regular Meeting December 11, 2025.

COUNCIL MEMBER HEIDI VALDEZ MADE A MOTION TO APPROVE THE MINUTES AS READ.

COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Ariel reported for December the Friends account had $3619.35, and the library General account had $1638.00. The City spent $385.61 and the library spent $719.10. The library had 146patrons, 85 checkouts, and issued no new library cards. The library received $1128.49 in income. The library had 1 volunteer totaling 3 hours. The library held three programs, Library board meeting, afternoon story time, and book club. A Board Meeting was held to finalize the hostesses for the Christmas Around the World program. The board also decided to reduce the summer reading program from eight weeks to six weeks. There were twenty-two kids in the Christmas Around the World Program. Rachel Farley did Australia, Kathy Taylor did Sweden, Elain Phipps presented on South Korea, Paige Benson presented Germany. Rachel Perrigin had a craft table. Texas Panhandle Reading Initiative for Young Children awarded the library $1000 which purchased 70 titles, three already arrived.

COUNCIL MEMBER KEISHA RUFF MADE A MOTION TO ACCEPT THE LIBRARY REPORT AS PRESENTED.

COUNCIL MEMBER AMY BENSON SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Randy reported that the ambulance service had four runs in December. The service is very happy with the new truck. Three members that were in the EMR class are doing an EMT basic course at Hall County.

COUNCIL MEMBER HEIDI VALDEZ MADE A MOTION TO ACCEPT THE AMBULANCE REPORT AS PRESENTED.

COUNCIL MEMBER CAYSON GEORGE SECONDED THE MOTION

MOTION PASSED UNANIMOUSLY.

Randy reported that the Fire Department had 2 runs in December, an accident and a fire and no fire call. The fire department profited about $1000 from the Toy drive and burger sale. One meeting to get sizes for gear and to go over skills and tactics for fires.

COUNCIL KEISHA RUFF MADE A MOTION TO ACCEPT THE FIRE DEPARTMENT REPORT AS PRESENTED.

COUNCIL MEMBER AMY BENSON SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Presentation of section 3 goals and requirements as it relates to the City’s Texas Community Development Block Grant – Community Development Fund Project #CDV23-0451 for Water System Improvements to include information on employment opportunities of low and very low-income persons as well as residents residing in the community.

Sandra Arjona, PRPC, gave an overview of the Section 3 requirement as it relates to information on employment opportunities of low and very low-income persons as well as residents residing in the community with regard to the TxCDBG project #CDV23-0451. No action was taken as this was not an action agenda item.

Consideration of award to Gates Utilities, in the amount of $350,702.00 for the City of Quitaque’s TXCDBG Community Development Fund Project #CDV23-0451 – Water System Improvements.

COUCIL MEMBER HEIDI VALDEZ MADE A MOTION TO AWARD TO GATES UTILITIES, IN THE AMOUNT OF $350,702.00, FOR THE CITY OF QUITAQUE’S TXCBDG COMMUNITY DEVELOPMENT FUND PROJECT #CDV23-0451- WATER SYSTEM IMPROVEMENTS.

COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

No proposal from Culligan, Brady Keller has been sick.

No new purchase agreement, Taryn Minter has not supplied verbiage for agreement.

No new updates for EDR project.

The city administrator’s report was reviewed by the council.

COUNCIL MEMBER KEISHA RUFF MADE A MOTION TO ACCEPT THE CITY ADMINISTRATOR’S REPORT.

COUNCIL MEMBER AMY BENSON SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

COUNCIL MEMBER HEIDI VALDEZ MADE A MOTION TO PAY THE BILLS.

COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

MOTION PASSED WITH HEIDI VALDEZ, KEISHA RUFF, AND CAYSON GEORGE VOTING FOR AND AMY BENSON VOTING FOR BUT ABSTAINING FROM VOTING TO PAY THE VALLEY TRIBUNE.

COUNCIL MEMBER HEIDI VALDEZ MADE A MOTION TO ADJOURN.

COUNCIL MEMBER CAYSON GEORGE SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

MEETING ADJOURNED AT 7:29pm.
