City Council Minutes – REGULAR COUNCIL MEETING
OCTOBER 13, 2025
On this date Mayor Margaret Davis called this rescheduled regular meeting to order at 6:00 pm. Council members present for the meeting Keisha Ruff, Heidi Valdez, and Roland Hamilton, also present Randy Farley. Council Members Luke Shannon and Cayson George absent.
Public comment: None.
The council considered the minutes of the regular meeting 9/15/25, and called meeting 9/25/25.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO APPROVE THE MINUTES AS READ.
COUNCIL MEMBER HEIDI VALDEZ SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
Randy reported for August the Friends account had $3277.35, and the library General account had $3129.44. The City spent $388.47 and the library spent $368.18. The library had 162 patrons, 126 checkouts. The library received $230.70 in income. The library had 5 volunteers totaling 13.5 hours. The library held Book Club once, two morning Story Time, two afternoon Story Time, a Library board meeting and did volunteer training. The Story Time events had 19 patrons 11 being participants. The library board meeting discussed the book sale, some surplus books went to help the Turkey library. They discussed doing fundraisers at the Farmer’s Market and Health Fair. The board also discussed the Christmas Around the World program. They already have the 5 hostesses ready to go.

Randy reported that the ambulance service had eleven runs in September and The ECA class will start on Staurday. At this time there are 6 members from Quitaque signed up.

Randy reported that the Fire Department had 3 runs in September. Two house fires both outside of town and a grass fire near Lake Mackenzie.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ACCEPT THE FIRE DEPARTMENT REPORT AS PRESENTED.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

Randy informed the council that the Fire Department no longer needed the old ambulance for the rescue equipment. That both of the old ambulances were no longer needed by the city.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ADVERTISE TO SELL BOTH VEHICLES BY SEALED BID CLOSING ON DECEMBER 5th, BIDS TO OPENED AT THE DECEMBER 8th MEETING.

Randy informed the council that the fire department would like to by some new wildland suits and structure suits for the new fire department members and that the department needed new tires for one of the trucks. After the two house fires the department had found a need for a chainsaw to more easily access certain parts of structures to extinguish fires.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO PURCHASE 10 REPLACEMENT TIRES AND REQUEST QUOTES FOR THE OTHER ITEMS.

MOTION PASSED UNANIMOUSLY.
Mayor Davis informed the council that she had met with Shannon Blalock and Donald Beard about a purchase contract between the city and Texas Parks and Wildlife(TPWD). TPWD had prepared a contract for review. The council reviewed the contract and agreed that legal council should be sought to assist with the contract.
Randy informed the council that the city backhoe had presented with some significant hydraulic leaks and seemed to have an issue with the read differential.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO HAVE THE BACKHOE REPAIRED.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

COUNCIL MEMBER HEIDI VALDEZ MADE A MOTION TO AMEND THE FISCAL YEAR 2024-2025 BUDGET BY INCREASING ITMES: 504 to $11,228.47; 509 to $4,255.88; 515 to $5,940; 528 to $10,358.67; 531 to $8,430.83; 537 to $34,005.77; 553 to $538.17and 700 to $23,435.54.

MOTION PASSED UNANIMOUSLY.
Under the EDR update item Council Member Roland Hamilton informed the council he had met with Texas Rural Water Association (TRWA) trouble shooter from Lubbock. Lakeview put in a water softener system five years ago. Recently, their nitrates had been high but that was due to broken parts and down time. They have recently replaced the desiccant and control heads. Lakeview uses about half the water we do. Roland is trying to get how much salt it uses and how much the desiccant costs, bit they only paid $150,000 for their system. When scaled to our needs it would only be around $600,000 for us. We could potentially get Culligan to do the engineering for this.
The city administrator’s report was reviewed by the council.

COUNCIL MEMBER HEIDI VALDEZ SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO PAY THE BILLS AND TO MOVE $30,000 FROM THE STREET FUND TO COVER EXPENSES UNTIL THE TAX MONEY COMES IN.
COUNCIL MEMBER HEIDI VALDEZ SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ADJOURN.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
