RESCHEDULED REGULAR COUNCIL MEETING
SEPTEMBER 15, 2025
On this date Mayor Margaret Davis called this rescheduled regular meeting to order at 6:00 pm. Council members present for the meeting Keisha Ruff, Heidi Valdez, and Roland Hamilton, also present Randy Farley and Ariel McDonald. Council Members Luke Shannon and Cayson George absent.
Public comment: None.
The council considered the minutes of the public hearing/regular meeting 8/11/25, called meeting 8/18/25, and public hearing/called meeting 8/25/25.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO APPROVE THE MINUTES AS READ.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
Ariel reported for August the Friends account had $3219.35, and the library General account had $3282.26. The City spent $544.33 and the library spent $954.87. The library had 185 patrons, 212 checkouts, and issued one new library card. The library received $540.55 in income. The library had 5 volunteers totaling 15.5 hours. The library held Book Club once and held a book sale. Summer Reading Program Meeting reviewed and finalized movie list for wrap up party. The book sale generated $231, that leaves the library $1248.64 from their goal for the new bookshelf. Ariel received the ILL reimbursement grant for $252 on 42 lends. Ariel met with Jaroslave Bookman from Southwestern Advantage Book Company and added six Ask Me books to the collection for $143.86. She also reported that she was still waiting on 13 titles from the Hancher grant to be delivered.

Randy reported that the ambulance service had five runs in August and a meeting. He also informed the council that the EMS had moved into the new truck and made it the active ambulance. He also reported that the new ambulance had lost a belt and needed to go back for warranty work.

Randy reported that the Fire Department had no runs in August and that the new engine went to Silverton for Funeral of Tobe Riddle.
COUNCIL MEMBER CAYSON GEORGE MADE A MOTION TO ACCEPT THE FIRE DEPARTMENT REPORT AS PRESENTED.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
The council considered resolution 090825 Condemning the Chinese Communist Party’s repression of the Falun Dafa and Shen Yun. After some discussion the council agreed by consensus not to adopt the resolution.
NO ACTION TAKEN.
ITEM FAILED FOR LACK OF MOTION.
COUNCIL MEMBER ROLAND HAMILTON MADE A MONTION TO ADOPT A TAX RATE OF 0.79648/$100.
COUNCIL MEMBER HEIDI VALDEZ SECONDED THE MOTION.
COUNCIL MEMBERS ROLAND HAMILTON, HEIDI VALDEZ, AND CAYSON GEORGE VOTED FOR. COUNCIL MEMBER KEISHA RUFF VOTED AGAINST.
MOTION PASSED 3 IN FAVOR 1 AGAINST.
COUNCIL MEMBER HEIDI VALDEZ MADE A MOTION TO GIVE A 3% RAISE TO DUSTIN CAGLE AND RANDY FARLEY, A $0.75 PER HOUR RAISE TO THE LIBRARY DIRECTOR AND TRASH TRUCK DRIVER AND INCREASE THE CHRISTMAS BONUS TO ONE WEEK’S PAY.

The council considered the Fiscal Year 2025-2026 Proposed Budget
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION ADOPT THE FISCAL YEAR 2025-2026 BUDGET AS PRESENTED.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO AMEND THE FISCAL YEAR 2024-2025 BUDGET BY ADDING ITEMS 500-002 EDR payment at $18,000; TDA Grant at $1,316,687.99; 551 EDC grant at $3,500; and 553 JP Office at $500; INCREASING ITMES: 501 to $8,690; 504 to $6,300; 509 to $3,700; 512 to $31,000; 513 to $1,900; 515 to $5,700; 526 to $1,700; 528 to $9,200; 529 to $50,000; 531 to $8,000; 537 to $33,000; and 700 to $23,000.

MOTION PASSED UNANIMOUSLY.
Under the EDR update item Council Member Roland Hamilton informed the council he had tested a deeper well near our field and it was still high in nitrates. He is not confident that our proposed new wells will be lower in nitrates. Texas Parks and Wildlife has been fined by Texas Commission on Environmental Quality(TCEQ) for having high nitrates. Roland called TCEQ in Amarillo to try and find out what other systems are doing to get compliant. He was put into contact with a specialist who suggested getting farmers in the area to not use fertilizers to stop the nitrates. He also talked to another TCEQ specialist who would send out individuals to review the system and offer help. Roland called Michael Adams from OJD Engineering to have him review any other technologies that might help with this as well as get cost comparisons on the known methods.
The city administrator’s report was reviewed by the council.
