City Council Minutes 6-8-26

REGULAR COUNCIL MEETING

JUNE 8, 2026

On this date Mayor Margaret Davis called this regular meeting to order at 6:00 pm. Council members present for the meeting Keisha Ruff, Vance Farley, Cayson George and Roland Hamilton also present Randy Farley, Ariel McDonald, Brady Keller, Tannar Bradly and Dustin Cagle. Council Member Heidi Valdez absent.

Public comment: Discussion on zoning ordinances. These changes need to be fully proven before decisions are made. These types of ordinances do lead to homelessness. Construction permits bring big city rules ruining the small town atmosphere.

The council considered the minutes of the Regular Meeting May 18, 2026.

COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO APPROVE THE MINUTES AS READ.

COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Ariel reported the Friends account had $4761.35, and the library General account had $4306.14. The City spent $419.75 and the library spent $270.93. The library had 213 patrons, 198 checkouts, and issued three new library cards. Made $370.15 in revenues($350 for the Summer Reading Program). The library held eleven programs, one Library board meeting, one morning story time, five afternoon story time, Book Club, three movie day. The Board Meeting was held to discuss the Summer Reading Program (SRP) and the new young adult (YA) shelf. SRP dates set June 10 – July 29 from 2-4. Angela Farley, Rachel Farley, Amy Benson, Kathy Taylor, Gaby Santos, and Ariel attended. $1412.32 has been raised for the SRP so far! The new YA bookshelf is installed and in use. TCA Grant for SRP presenter has not been awarded but there are SRP funds to cover it. American Conversation project to open conversations and bring communities together. The library can receive $750 for holding these conversations. Ariel will take the facilitator training course for this.

Randy reported that the ambulance service had eight runs in May and is in the process of renewing the license for the truck.

Randy reported that the fire department had six fires.

COUNCIL ROLAND HAMILTON MADE A MOTION TO ACCEPT THE FIRE DEPARTMENT REPORT AS PRESENTED.

COUNCIL MEMBER VANCE FARLEY SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Brady Keller from Culligan informed the council that the salt used in the water softener process would be negligible to the effluent of the wastewater treatment plant and would help the irrigated plants use the effluent more efficiently. He did not yet have a good long-term operational cost projections but had been working on acquiring data on costs and a service agreement. He did not know if this process has prior TCEQ approval. Its pilot tests were done and approved by Water Quality Association.

The council discussed the possibility of adding zoning ordinances. It was decided they are currently unenforceable.
