City Council Minutes 7-13-26

REGULAR COUNCIL MEETING

JULY 13, 2026

On this date Mayor Margaret Davis called this regular meeting to order at 6:00 pm. Council members present for the meeting Keisha Ruff, Vance Farley, Cayson George and Roland Hamilton also present Randy Farley, Ariel McDonald, Angela Farley, and Wendell & Dee Seitz. Council Member Heidi Valdez absent.

Public comment: Wendell Seitz commented on the city cleanup that he believes it is a good idea and he offered his time and equipment to help. Angela Farley thanked the council for their service and hopes the council is open to change to keep our town alive.

The council considered the minutes of the Regular Meeting June 8, 2026.

COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO APPROVE THE MINUTES AS READ.

COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Ariel reported the Friends account had $794.66, and the library General account had $43640.93. The City spent $431.60 and the library spent $3985.96. The library had 195 patrons, 93 checkouts, and issued one new library card. Made $346.39 in revenues($300 for the Summer Reading Program). The library held ten programs, one Library board meeting, four morning story time, one afternoon story time, one movie day, and three Summer Reading Program(SRP) events. The Board Meeting was held to discuss the Summer Reading Program rewards. The board is hoping to award a Kindle for first place in both groups. The board acknowledged the receipt of the $350 TCA grant. Angela Farley, Rachel Farley, Amy Benson, Gaby Santos, and Ariel attended.

COUNCIL MEMBER KEISHA RUFF MADE A MOTION TO ACCEPT THE LIBRARY REPORT AS PRESENTED.

COUNCIL MEMBER VANCE FARLEY SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Randy reported that the ambulance service had five runs in June, has renewed the license for the truck, applied for the in-house CEU credits, and needs to begin the renewal for the single member runs variance.

COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ACCEPT THE AMBULANCE REPORT AS PRESENTED.

COUNCIL MEMBER CAYSON GEORGE SECONDED THE MOTION

MOTION PASSED UNANIMOUSLY.

Randy reported that the fire department had no fires. Still waiting on a water pump for Brush 2 and received a $10,000 donation from the 100 Club for maintenance and repairs.

COUNCIL ROLAND HAMILTON MADE A MOTION TO ACCEPT THE FIRE DEPARTMENT REPORT AS PRESENTED.

COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Brady Keller has changed companies and is having the plans and service agreement renewed with the new company.

NO ACTION.

The council discussed the option to sell potable water by the truckload to Grant Wheeler. Randy explained the feasibility of the water system to sell water. As of right now, it is only possible to sell 4,000 gallons a day (the same usage rate as the state park). As the new wells come online, it would be possible to increase this consumption without causing stress to the water system.

COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO HAVE RANDY FARLEY NEGOTIATE A WATER PUCHASE AGREEMENT WITH GRANT WHEELER FOR APPROVAL BY THE COUNCIL.

COUNCIL MEMBER VANCE FARLEY SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Mayor Davis explained that she had attended a meeting of We the Women, at which the members had expressed the state of some of the areas around town that are overgrown and rundown. With visitors coming through Main Street and down FM 1065 to the state park, it does not look good for the community.

COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO SEND LETTERS OUT TO THE OWNERS OF THE PROPERTIES WHO NEED TO CLEAN UP.

COUNCIL MEMBER CAYSON GEORGE SECONDED THE MOTION.

MOTION PASSED UNANIMOUSLY.

Randy informed the council of the need for a replacement booster pump. To replace the rotating assembly in the existing pump would cost $18,500 with no guarantee that it would even work. Quotes for other options have been requested to find a more economical solution.

NO ACTION

The city administrator’s report was reviewed by the council.
