REGULAR COUNCIL MEETING
AUGUST 10, 2026
On this date Mayor Margaret Davis called this regular meeting to order at 6:08 pm. Council members present for the meeting Keisha Ruff, Vance Farley, and Cayson George also present Randy Farley, Ariel McDonald, Zachary Ramsey, Chris Tucker, Sandy Tucker, Susan Ramsey, and Greg Ramsey. Council Member Roland Hamilton absent.
Public comment: Greg Ramsey expressed his concern about the possibility of so many RV parks coming to town and the city should limit them. RV parks should not be put in on every vacant lot. The worry is that loads of new RV parks would make the town look trashy and that is a turn-off for new people. The group was also concerned about public safety with these new unknown people moving in.
The council considered the minutes of the Regular Meeting July 8, 2026.
COUNCIL MEMBER VANCE FARLEY MADE A MOTION TO APPROVE THE MINUTES AS READ.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
Ariel reported the Friends account had $794.66, and the library General account had $3355.71. The City spent $477.21 and the library spent $1878.72. The library had 162 patrons, 217 checkouts, and issued one new library card. Made $92.95 in revenues. The library held thirteen programs, one Library board meeting, Book Club, two morning story time, 3 afternoon story time, one movie day, and four Summer Reading Program(SRP) events. The Board Meeting was held to discuss the last two Summer Reading Program events and that $739.68 had been spent on prizes. Kathy Taylor, Rachel Farley, Corinna Lavinger, and Ariel attended. For the SRP events, she had 39 patrons. Rick De Lung did a magic show, Dr. Clay taught about soil types and their importance, Stephanie Otis taught about vegetables. A total of $1300 was donated for the SRP. Thirty-four kids participated reading ninety-seven books, 10,979 pages read. Ariel is working on American Conversation grant events.

MOTION PASSED UNANIMOUSLY.
Randy reported that the ambulance service had five runs in July, had one meeting and approved the new members and completed the policies and procedures test for the new members. The EMS also upgraded their AED and accepted a new service agreement with Stryker for the equipment.

Randy reported that the fire department had one rescue, one meeting in which the July 18 fundraiser was discussed and the chain of command and procedures were discussed for attending fires in QVFD vehicles. The fundraiser made about $800.
COUNCIL VANCE FARLEY MADE A MOTION TO ACCEPT THE FIRE DEPARTMENT REPORT AS PRESENTED.

Brady Keller has been on vacation.
NO ACTION.
The council discussed the water purchase agreement Randy had prepared. They wanted to make adjustments to the termination clause to be by either party, this agreement is with Grant Wheeler only and is non-transferrable, and to try and minimize the truck traffic on city streets. Make changes and present again at the public hearing/called meeting.
Randy explained that Ricky Castillo had been given ad $16,500 award by the EDC, $8250 grant and $8250 loan. Ricky will be using this to put in a take out diner starting with burgers and tacos. The loan value and repayment is based upon having a full time employee for one year.

COUNCIL MEMBERS VANCE FARLEY AND KEISHA RUFF VOTED IN VAVOR AND COUNCIL MEMBER CAYSON GEORGE VOTED AGAINST.
MOTION PASSED 2-1.
After some discussion on how the property tax rate works and what it means to the city.
COUNCIL MEMBER VANCE FARLEY MADE A MOTION TO PROPOSE A NO NEW REVENUE TAX RATE OF $0.75911 PER $100.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
COUNCIL MEMBER VANCE FARLEY MADE A MOTION TO SET THE DATE OF THE PUBLIC HEARING/CALLED MEETING FOR AUGUST 25 AT 6:00PM.
COUNCIL MEMBER CAYSON GEORGE SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
Randy informed the council of the possibility of getting the booster pump replaced using the current water grant.
COUNCIL MEMBER CAYSON GEORGE MADE A MOTION TO ADD THE BOOSTER PUMP TO THE GRANT.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
The city administrator’s report was reviewed by the council. Randy also informed the council of the resignation of Heidi Valdez.
COUNCIL MEMBER CAYSON GEORGE MADE A MOTION TO ACCEPT THE CITY ADMINISTRATOR’S REPORT AND THE RESIGNATION OF COUNCIL MEMBER HEIDI VALDEZ.

MOTION PASSED UNANIMOUSLY.
COUNCIL MEMBER KEISHA RUFF MADE A MOTION TO PAY THE BILLS.
COUNCIL MEMBER VANCE FARLEY SECONDED THE MOTION.
COUNCIL MEMBERS VANCE FARLEY AND CAYSON GEORGE VOTED IN FAVOR OF, COUNCIL MEMBER KEISHA RUFF VOTES IN FAVOR OF BUT ABSTAINS FROM PAYING DIAMOND IN THE RUFF DESIGN.
COUNCIL MEMBER VANCE FARLEY MADE A MOTION TO ADJOURN.
COUNCIL MEMBER KEISHA RUFF SECONDED THE MOTION.
