City Council Minutes 2-9-26

REGULAR COUNCIL MEETING
FEBRUARY 9, 2025
On this date Mayor Margaret Davis called this regular meeting to order at 6:05 pm. Council members present for the meeting Heidi Valdez, Amy Benson, Roland Hamilton and Cayson George, also present Randy Farley, Ariel McDonald, and Vance Farley. Council Members Keisha Ruff, absent.
Public comment: None.
The council considered the minutes of the rescheduled Regular Meeting January 12, 2026.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO APPROVE THE MINUTES AS READ.
COUNCIL MEMBER HEIDI VALDEZ SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
Ariel reported for December the Friends account had $3619.35, and the library General account had $915.16. The City spent $616.93 and the library spent $969.51. The library had 116 patrons, 81 checkouts, and issued no new library cards. The library received $40.40 in income. The library had 2 volunteers totaling 7 hours. The library held seven programs, two Library board meetings, two morning story time, two afternoon story time, and book club. The first Board Meeting was held to review the annual report and time frame for accreditation for next year. The board agreed to do a pasta fundraiser during the mini-market event Saturday February 28th, and discussed the April programs for the Pre-K – Second graders. Angela Farley, Gabby Santos, Paige Benson, and Ariel attended. The second Board Meeting discussed and finalized the volunteers for the fundraiser and finalized the details. Gabby, Paige, Angela, Kathy Taylor, and Maria Merrell attended. Ariel has started on the annual report, gathering the information and preparing the report. For the Hancher Grant and the Texas Panhandle grant the last of the books have been ordered and are awaiting delivery.

COUNCIL MEMBER AMY BENSON SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
Randy reported that the ambulance service had five runs in January. First oil change has been completed in the new truck.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ACCEPT THE AMBULANCE REPORT AS PRESENTED.
COUNCIL MEMBER CAYSON GEORGE SECONDED THE MOTION
MOTION PASSED UNANIMOUSLY.
Randy reported that the Fire Department had 2 calls in January, both were return-to-station before arriving on scene. There was no January meeting. The fire department has been awarded a $150,000 small engine grant for the Texas Forest service. The council asked Randy if this vehicle was still needed by the department. He informed them that event though the department is growing having available personal to field the existing engines is an issue and that a small engine is useful but does not offer a significant improvement in capability to justify its cost. The council agreed it would not be prudent to accept the grant.
COUNCIL ROLAND HAMILTON MADE A MOTION TO ACCEPT THE FIRE DEPARTMENT REPORT AS PRESENTED.

MOTION PASSED UNANIMOUSLY.
COUCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ORDER A CITY GENERAL ELECTION FOR MAY 2, 2026.
COUNCIL MEMBER CAYSO GEROGE SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
The Economic Development Council was unable to get a quorum to meet.
No proposal from Culligan, Roland called Brady Keller today, the project has been assigned to engineers, and they have been working on the project.
The water purchase agreement has been sent to Donald Beard along with the water conservation plan and we are awaiting a reply.
No new updates for EDR project.
The city administrator’s report was reviewed by the council.

COUNCIL MEMBER AMY BENSON SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO PAY THE BILLS.
COUNCIL MEMBER CAYSON GEROGE SECONDED THE MOTION.
MOTION PASSED WITH HEIDI VALDEZ, ROLAND HAMILTON, AND CAYSON GEORGE VOTING FOR AND AMY BENSON VOTING FOR BUT ABSTAINING FROM VOTING TO PAY THE VALLEY TRIBUNE.
COUNCIL MEMBER ROLAND HAMILTON MADE A MOTION TO ADJOURN.
COUNCIL MEMBER HEIDI VALEZ SECONDED THE MOTION.
MOTION PASSED UNANIMOUSLY.
MEETING ADJOURNED AT 7:05pm.
